Outlook Express is a discontinued email and news client included with Internet Explorer versions 3.0 through to 6.0. It is also formerly known as Microsoft Internet Mail and News.
Outlook Express is a totally different application from Microsoft Outlook because they don't share a common codebase.
Since the main issue you're experiencing started when you updated Office, we would like to know if other Office applications are also affected?

I have the same problem. Outlook 2002 is not running. I got the error message:
'Microsoft Outlook cannot be startet. Microsoft Outlook Express 4.01 or later is required to run Outlook..'
(German: 'Microsoft Outlook kann nicht gestartet werden. Microsoft Outlook Express 4.01 oder später ist für das Ausführen von Outlook erforderlich. ..'
What can I do? I need to run Outlook as I have some important files documented there!

After my latest upgrade in Windows 10 on 12/22/2017, I can no longer open Outlook.
'Cannot start Microsoft Outlook. Outlook requires Microsoft Outlook Express 4.01 or greater. You can install Outlook Express by running IE5Setup.exe from the IE5 folder located on your CD or through the Windows Update website.'
I can't open outlook (even though it is an old version that worked on 12/21/2017 before the update) to try many of the suggested steps to resolve this. Isn't there something that will make Windows 10 think there is an Outlook Express existence?

Office/OutlookXP went out of support some years ago, so no security or bug fixes, its also not fully compatible with win10.
Time to move on, this is free http://www.emclient.com/

Was also using an older Outlook it to keep address & telephone number records. I'm sure there are other utilities out there, just angered at Microsoft's arrogance in forcing my hand.
They also blatantly DELETED some solitaire games during the update so I'd have to use theirs which just happens to make you watch a Microsoft commercial before you can play the game! I did find the Windows 7 solitaire games online & reinstalled them but still ticked off big time at Microsoft.
The next issue was, It took me two hours of struggling to get my wife's P.C. to print to our home network again after this Fall update. And I'm not a novice.
I am actively looking for another operating system to REPLACE WINDOWS.

I have a work around if you still have the old Offfice installed - it is via the Microsoft Access app that should also be installed with your office sw:
Create a new database
File -> Get external data
Link Tables..
at bottom, click the 'Files of Type' and select Outlook
You should see a file tree that says 'Microsoft Exchange /Microsoft Outlook' at the top
expand address books, expand, outlook address book, and then select 'Contacts'
Click Next and then finish
Now you should see 'Contacts' listed under 'tables' tab on the left panel - double click
You should now see all your contacts
Now go to file -> Export
Change save as type to Microsoft Excel 97-2003 (or whatever latest one is in the list)
Now open that file in excel and save as a comma separated file or .CSV
You can now import this into Windows Live Mail, a free program.
When you import into windows live mail you'll need to map the column names in the CSV to the column options in Windows Live, column by column - takes 5 min or less.
